Said person will be notified they are mentioned and choose to leave themselves tagged or remove the tag.

Others have used mentions as a way to include someone they collaborated with on a video.
How are they used in YouTube?
In order to use mentions, both channels (your channel and the channel you want to mention) have to have at least 1000 subscribers.
After that, simply put the @ symbol in front of the channel you want to mention. You can add mentions on posts or videos.
You also have the option to add mentions on your video’s title or description. By mentioning a channel in your video, fans of that channel may be recommended to watch your channel.
